Potential moves towards a ‘control state’ are more likely to be facilitated through the creation of de facto national databanks, an almost accidental by-product of the relationship between effecting and detecting tools, than through deliberate efforts of authority-wielding agencies.

In 1890 a punchcard tabulated system was developed which counted holes in punchcards using an electric current that passed through each hole and tripped a counter: this system could count 250 items a minute, increasing to 2,000 by 1950. In 1951 the first large-scale electronic computer in the US, UNIVAC I, was designed and built specifically for the Bureau, able to tabulate 4,000 items per minute. Input devices developed from writing to punch cards to a film optical sensing device developed in the 1950s, increasing the transfer of data to 70,000 items a minute and, in the 1980s, transmitting the data over long distances to the computers at Bureau headquarters.

Many agencies simply do not have the capacity in terms of management skills, management continuity, and technical ability to develop the fundamental underpinnings needed to implement the recommendations.
