Corrections may have been faced with an impossible mandate. But few took this into consideration as escalating crime rates, more conservative public attitudes, and high rates of recidivism created “get-tough-on-crime” demands by the mid1970s.

They do not arouse heartfelt public compassion. To the contrary, they are more likely to harden a public already convinced that corrections itself is a misnomer—a public more concerned with how long offenders can be segregated than how well they can be reassimilated. Yet where the challenges are deepest, the rewards are greatest. Working in such an environment, correctional staff face the monumental challenge of maintaining a positive outlook in the face of overwhelming odds against them. In that respect, they share a lot in common with their clients.
